Advance notice of proposed rulemaking (ANPRM).
PHMSA is publishing this advance notice of proposed rulemaking (ANPRM) to solicit stakeholder feedback on whether to repeal or amend any requirements in the Pipeline Safety Regulations to eliminate undue burdens on the identification, development, and use of domestic energy resources and to improve government efficiency.
Comments on this ANPRM must be submitted by August 4, 2025. PHMSA will consider late-filed comments to the extent practicable.
You may submit comments identified by the Docket Number using any of the following ways:

Confidential Business Information: Confidential Business Information (CBI) is commercial or financial information that is both customarily and actually treated as private by its owner. Under the Freedom of Information Act (FOIA, 5 U.S.C. 552), CBI is exempt from public disclosure.
